Climate Disclosures Due Beginning November 1, 2025

As previously reported, California has enacted two new climate disclosure laws, Senate Bills (SB) 261 and SB 253, that affect certain credit unions and other businesses.

Here’s a breakdown of the key requirements and deadlines.

SB 261: Climate-Related Financial Risk Reports

SB 261 requires businesses, including credit unions, with over $500 million in annual revenue to publish a climate-related financial risk report on their website every two years.

  • Initial Report Due: The first report must be posted by January 1, 2026.
  • Filing with CARB: You must also notify the California Air Resources Board (CARB) about the report’s location. The internet portal for submitting the report’s URL will be open from November 1, 2025.
  • CARB Guidance: On September 2, 2025, CARB released a draft checklist to help companies prepare their initial report. This guidance clarifies that a detailed quantitative scenario analysis and the reporting of Scope 1, 2, and 3 emissions are not minimum requirements for the initial report due on January 1, 2026.

It’s important to note that the CARB checklist is a draft is a starting off point and it is subject to change without notice, and CARB does not guarantee the accuracy of this guidance and disclaims any responsibility for any errors or omissions in the guidance.

You can find CARB’s draft checklist here.

SB 253: Greenhouse Gas Emissions Reporting

SB 253 requires businesses, including credit unions, with over $1 billion in annual revenue to report their greenhouse gas emissions.

  • Scope 1 and 2 Emissions: Reporting for Scope 1 and Scope 2 emissions is tentatively scheduled to begin on June 30, 2026.

Credit unions subject to SB 261 and/or SB 253 may also visit CARB’s website for additional information.
