NCUA: 2025 Annual Performance Plan & Leadership Transition

The National Credit Union Administration (NCUA) Board held its first open meeting of 2025 to discuss the sole agenda item: the agency’s 2025 Annual Performance Plan.

Chairman Todd Harper began the meeting by addressing the devastating fires in the Los Angeles region. He encouraged credit unions to work constructively with borrowers in communities affected by the California wildfires and straight-line winds, as highlighted in an interagency statement released earlier this week.

Harper also announced that NCUA examiners will receive training next week to help credit unions manage portfolios impacted by these disasters. Additionally, he reminded credit unions about the availability of “Urgent Needs Grants” and loans through the Community Development Revolving Loan Fund (CDRLF). Eligible credit unions can contact the NCUA’s Office of Credit Union Resources and Expansion at CUREapps@ncua.gov or 703-518-6610 for more information.

2025 Annual Performance Plan

The board received a briefing from NCUA staff on the agency’s 2025 Annual Performance Plan. This plan provides direction and guidance for achieving the mission, strategic goals, and objectives outlined in the NCUA’s 2022–2026 Strategic Plan.

It also details the strategies, resources, and specific actions the agency will implement to meet these objectives. The plan was developed alongside the 2025–2026 budget to ensure alignment between goals and resources.

Leadership Transition

Chairman Harper concluded the meeting by acknowledging the anticipated change in leadership at the NCUA, coinciding with the incoming Trump administration on January 20. He expressed gratitude to his staff and fellow board members and shared his commitment to continuing his work at the agency.

Harper will remain on the Board until April 2027. Vice Chairman Kyle Hauptman, the Board’s sole Republican, is expected to assume the role of Chair.

The next NCUA board meeting is scheduled for February 27.
