In 2024, the League served as your exclusive representative in Carson City and Washington, D.C. — dedicated to amplifying your voice. Through unparalleled guidance and innovation, we’re constantly working to secure your credit union’s future through advocacy, compliance, professional development, and business solutions. We look forward to continue helping your credit union make a positive financial impact on your members’ lives through steadfast support of your leadership, management, and volunteers. We remain committed to empowering all Nevada credit unions in 2025 and beyond.
The League served as your exclusive representative in Carson City, dedicated to amplifying your voice. Although state legislators did not meet in session during 2024, we stayed proactive on upcoming issues as we monitor and plan our policy initiatives going into 2025 — the next legislative session.
The League convened a working group of Nevada state-charter credit unions in 2024 to introduce an important charter modernization bill during the 2025 Nevada Legislative Session this coming January. We look forward to keeping credit union leaders informed as we proactively work toward this end.
The League looks forward to working with Nevada state legislators in 2025, empowering your credit union to make a positive financial impact on members’ lives through steadfast support of your leadership, management, and volunteers. We are committed to creating awareness in the state capitol through our unified advocacy efforts.
The League orchestrated opportunities for dedicated advocates to make their voices heard on over 120 occasions, engaging face to face with members of Congress, congressional candidates, and their staff. Advocates also rallied throughout the 118th Congressional Session and sent nearly 46,000 letters to Congress on five separate campaigns over a two-year period. Passionate credit union leaders told the story of the credit union difference across Nevada and Washington, D.C. The League extends its heartfelt gratitude to all those who participated in the Government Affairs Conference (GAC), Hike the Hill gathering, and local meet-and-greets. Together, our dedication makes a huge impact in the advancement of our policy priorities. This impressive level of engagement showcases our movement’s unwavering commitment to advocacy and underscores the impact credit union leaders can achieve when we speak with one unified voice.
With nearly 20,000 messages sent to Capitol Hill opposing the harmful Credit Card Competition Act (CCCA) through Connect For The Cause, the League and credit unions’ hard work paid off. When a measure came to the Senate floor to advance non-germane bills to the Federal Aviation Act (including the CCCA), all senators from Nevada voted against the measure. That’s the powerful move that senators from Nevada displayed by preventing the CCCA from being considered on the Senate floor for a vote.
Through Connect For The Cause, credit union leaders sent over 4,000 messages to Capitol Hill opposing the Federal Reserve’s proposed Regulation II rule. This resulted in key members of Congress signing-on to a letter opposing the proposed rule.
Credit union advocates rallied together and signed-on to a letter addressing members of Congress, asking them to oppose the Consumer Financial Protection Bureau’s (CFPB) proposed overdraft rule. A key member of Congress followed through with this request by sending a letter to the CPFB opposing the ill-advised proposed regulation.
Several credit unions have expressed challenges with ever-changing requirements to recertify through the Community Development Financial Institutions (CDFI) Fund program. This bill requires the U.S. Treasury Department to testify before the House Financial Services Committee on an annual basis to discuss the CDFI Fund. Should this bill be signed into law, members of Congress can directly and publicly ask questions about the recertification process. The bill passed out of committee on a voice vote, with representation from Nevada’s congressional delegations.
The League hosted meetings with influential members of Congress in their home districts, including the chair and vice chair of the Democratic Caucus (Reps. Pete Aguilar and Ted Lieu — respectively). During these meetings, credit union leaders asked questions about the Democratic Party’s strategy on preventing overregulation and provided context on the harmful effects of the “junk fee” narrative promoted by President Joe Biden’s administration.
With your help throughout the year, the League sent nearly 30,000 Connect For The Cause messages to federal and state lawmakers advocating for credit unions. On the federal grassroots front, credit union advocates participated in four different campaigns to stop Regulation E expansion, oppose the Credit Card Competition Act (CCCA), preserve debit card interchange rates, and protect overdraft protection.
2024 was an incredible year for the League’s advocacy team! It made impressive strides by interviewing over 35 state candidates and hosting seven in-district state and federal PAC events.
The League’s federal efforts were equally successful, with Nevada raising over $13,700 — a record-breaking amount — for the America’s Credit Unions’ (ACU) PAC in support of federal candidates. This year, 44 individual contributors participated, with an average donation of $354 per person. We also saw two new credit unions launch ACU payroll deduction programs this year.
All federal PAC contributions were generated through personal donations during various campaigns, such as the Governmental Affairs Conference (GAC) Sweepstakes, our “$30 by June 30” Summer Sweepstakes, Hike the Hill Sweepstakes, REACH Sweepstakes, and ongoing payroll deduction programs. Nevada credit union leaders set two new fundraising records: the “$30 by June 30” Summer Sweepstakes raised $2,270, surpassing the $1,200 goal; and the REACH Sweepstakes, which raised $3,136, surpassed the $1,200 goal.
The League’s efforts in 2024 greatly enhanced engagement with key political figures and strengthened our advocacy for credit union interests at the federal level. We want to thank everyone for their generous support to help make those meetings a success.
The League organized eight regulatory meetings with the National Credit Union Administration (NCUA), Consumer Financial Protection Bureau (CFPB), U.S. Treasury Department, Federal Housing Finance Agency (FHFA), and the Cybersecurity and Infrastructure Security Agency (CISA).
League leaders raised concerns with state and federal regulators regarding the harmful mischaracterization of fees within the financial services industry.
The League urged all regulators to consider the burden regulations place on credit unions and consumers, eliminate outdated and inconsistent requirements, provide exemptions where appropriate, and reduce future regulatory requirements. We also carefully scrutinized proposals to ensure minimal adverse impact on our member credit unions.
The League submitted numerous comment letters to federal regulatory agencies. They include letters to the Consumer Financial Protection Bureau (CFPB) on its overdraft fee proposal, the National Credit Union Administration (NCUA) on its succession planning proposal, and the U.S. Treasury Department on its proposal to remove the restriction on the timing of initiating Automated Clearing House (ACH) entries. The League’s submissions also include important letters to the Federal Reserve on proposed changes to Regulation II (debit card interchange rule) and the Federal Housing Finance Agency (FHFA) regarding the Federal Home Loan Bank (FHLB) system.
The League strongly opposed the Consumer Financial Protection Bureau’s (CFPB) efforts to expand the scope of Regulation E to hold financial institutions liable for fraudulently induced transactions.
From January to October of 2023, Nevada and California credit unions accessed InfoSight 4,270 times, made 1,804 calls to the Compliance Hotline, and benefitted from CU PolicyPro 1,842 times. Nearly 75 credit unions used InfoSight, 150 used the Compliance Hotline, and 108 used CU PolicyPro.
