California League Seeks Input for State Charter Review

California’s Credit Unions is seeking input from all credit unions as part of a comprehensive review of California’s state credit union charter.

A strong and modern state charter is critical to maintaining a healthy dual-charter system and ensuring that California state-chartered credit unions can continue to serve their members effectively while operating in a safe, sound, and competitive environment.

To support this effort, California’s Credit Unions has convened a State Charter Review Committee to evaluate the California Credit Union Law and related regulations. The committee is identifying opportunities to modernize the charter, address operational challenges, remove unnecessary barriers, and enhance powers that support innovation, growth, and member service.

The league is asking all credit unions in California to participate by sharing any issues, concerns, or opportunities for improvement that they believe should be considered as part of this review.

While this effort is focused on California’s state charter, the league welcomes input from both state-chartered and federal credit unions. Federal credit unions often provide valuable perspectives on charter competitiveness, regulatory burden, operational authority, and emerging industry needs that can help strengthen the state charter and the dual-charter system as a whole.

The league is particularly interested in hearing about provisions that:

  • Create operational challenges or inefficiencies.
  • Limit a credit union’s ability to serve members or compete effectively.
  • Are outdated or no longer aligned with current business practices.
  • Could provide greater flexibility while maintaining safety and soundness.
  • Would make California’s state charter more competitive and attractive.

Credit unions’ feedback will help inform the committee’s recommendations and ensure that their priorities and experiences are reflected in this important initiative.

Please submit your comments, suggestions, and key issues to Lisa Quaranta, vice president of regulatory advocacy for California’s Credit Unions, by July 14.

Thank you for your participation and for strengthening California’s state credit union charter and the dual-charter system for the future.
